Use Settle anywhere, Constructible guards and Enclave settlement kit to create Enclave checkpoints around Commonwealth. Yes, you can make Enclave checkpoint a Diamond city and any place you want with Settle anywhere mod.

The Enclave soldiers in Fallout 3 now return in Fallout 4 as medium-level Power Armors. You can find this armor in a Red Rocket Station in the middle of the Glowing Sea. It provides an ability called Storm Servos, which allows Enclave soldiers to move quickly in battle.
